Arthur grew up in Boston and lived with his family on Spectacle Island in Boston Harbor while his father operated a tugboat that brought trash from Boston to be left in a landfill on the island. When he needed schooling his family moved into Boston. His father died when he was 12 and by the time he was 14 he quit school and got a job to help support his mother and siblings. When he was old enough he joined the Navy where he excelled. He learned working with machinery, hydraulics and welding. He loved the Navy and served in Vietnam on a PBR patrolling rivers in Vietnam. He also served on the USS Wasp (CVS-18) sailed the Sargasso Sea while participating in the recovery operations of 2 Gemini missions in June and November 1966. He left the service in order to help his mother raise her two grandchildren when his brother and wife were killed in an auto accident.
He bought them a home in Tewksbury and got a job working in Boston. He eventually moved to Marshfield with his family. He worked at several jobs as a heavy equipment operator and mechanic. He worked for Marr Scaffolding in Boston, and then worked for Scituate Ray Precast, Lowes in Pembroke and Bridgewater Sand and Stone. He was a member of the Marshfield Rod & Gun Club. He shared with his wife a love of animals and together they filled their lives with all sorts including many rare ducks and geese, peacocks, pygmy goats, sheep, miniature donkeys and of course dogs and cats. He helped when Marshfield needed an animal shelter in 1993 and shared his wife with the Town for decades as she served as Animal Control Officer.
